An ageing population, a declining proportion of the population of working age and significant regional disparities are putting pressure on the economy, the supply of skilled labour and welfare \u2013 whilst demand for services shows no sign of abating. <\/p><p>In many smaller and rural municipalities, younger residents are moving to the cities for work and study. The tax base is shrinking, and it is becoming increasingly difficult to maintain services, infrastructure and the quality of welfare provision. In growing municipalities, the challenge is quite different: there, the focus is on rapidly expanding housing, schools and public services at a pace that keeps up with population growth.  <\/p><p>What all local authorities have in common is that fewer people are having to support more.
